知識產權翻譯指權利人對其所擁有的知識資本所享有的專有權利,一般只在有限時間期內有效。比如發明、文學和藝術作品,以及在商業中使用的標志、名稱、圖像等；總之,知識產權涉及人類創造出來的成果。

知識產權論文翻譯包括：知識產權工作基本情況、專利保護、商標保護、版權保護、文化市場的知識產權保護、地理標志保護產品和標準化、知識產權海關保護、醫藥領域知識產權保護、植物新品種保護、知識產權司法保護等。

知識產權論文翻譯的語種：英語翻譯，日語翻譯，法語翻譯，西班牙語翻譯，阿拉伯語翻譯等20多個語種，知識產權翻譯人員30余名。

知識產權論文翻譯從法律上講有三個特征：

1、地域性,即除簽有國際公約或雙力、多邊協定外,依一國法律取得的權利只能在該國境內有效,受該國法律保護;

2、獨占性或專有性,即只有權利人才能享有,他人不經權利人許可不得行使其權利;

3、時間性,各國法律對知識產權分別規定了一定期限,期滿后則權利自動終止。

IPR Protection in Shaanxi XXX

XXX年，我們按照黨的十八大報告提出的“實施知識產權戰略，加強知識產權保護”的要求，緊緊圍繞省委省政府關于全面建設西部強省的工作目標，深入推進全省知識產權戰略實施，有效激發我省各類市場主體創新活動，逐步完善知識產權保護體制機制，使知識產權工作成為轉變經濟發展方式、推動創新型陜西建設的重要支撐。

In XXX, according to the requirement of “implementing intellectual property rights (IPR) strategy and strengthening IPR protection” raised in the Report at 18th Party Congress, we centered around work objectives of the provincial Party committee and the provincial government on comprehensive construction of a power province in the west, deeply promoted implementation of the IPR strategy across the province, effectively stimulated innovation activities of various market entities in the province, and gradually perfected IPR protection system and mechanism, making IPR protection important support for transforming economic development mode and promoting the construction of innovative Shaanxi.

一、知識產權工作基本情況

I. Basic Situation of IPR Protection

實施知識產權戰略以來，陜西省走出了一條知識產權數量持續增加、質量不斷提升，知識產權與經濟結合越來越緊密的創新之路。特色優勢產業和戰略性新興產業專利實施率不斷提高；企業專利產品產值大幅增長；商標戰略實施步伐加快；企事業單位商標運營能力大大增強；軟件正版化率逐年提高。全省知識產權保護環境日益優化，知識產權綜合水平上了新臺階。

Since implementation of the IPR strategy, Shaanxi Province has blazed an innovative path characterized by continuous increase of IPR quantity, constant improvement of IPR quality, and closer combination of IPR and economy. Patent implementation rate in characteristic advantageous industries and strategic emerging industries keeps increasing; output value of patent products of enterprises grows substantially; implementation of patent strategy accelerates; trademark operation abilities of enterprises and public institutions are greatly strengthened; and software legalization rate rises year by year. The province’s IPR protection environment is increasingly optimized and the comprehensive level of IPR protection is brought to a new stage.

制度性推進知識產權戰略實施工作。修訂后的《陜西省專利條例》于XXX年10月1日起實施，該條例全面涵蓋了專利創造、運用、保護、管理、服務五個方面內容，更加注重專利運用。省政府辦公廳《關于制訂完善知識產權戰略實施意見的通知》印發后，全省10個設區市和楊凌示范區全部出臺了知識產權戰略實施意見，明確了目標任務和具體政策措施。陜西省知識產權工作協調領導小組辦公室編印了《XXX年陜西省知識產權戰略實施情況匯編》。陜西和甘肅兩省知識產權局共同編制和出臺了《關中—天水經濟區知識產權工作發展規劃》。

Institutionally promoting implementation of IPR strategy. The revised Patent Regulations of Shaanxi Province was implemented from October 1, XXX. It comprehensively covers patent creation, use, protection, management and service and puts more emphasis on patent use. After the General Office of the provincial government issued the Notice on Establishing and Perfecting Opinions on Implementation of IPR Strategy, 10 cities divided into districts of the province and Yangling Demonstration Zone all issued opinions on implementation of IPR strategy, which specified objectives, tasks and specific policy measures. Shaanxi Provincial Leading Panel Office for the Coordination of Intellectual Property Protection compiled the Collection of IPR Strategy Implementation Situation in Shaanxi Province in XXX. Intellectual Property Bureaus of Shaanxi and Gansu Provinces jointly compiled and issued the Plan for Development of IPR Protection in Guanzhong-Tianshui Economic Zone.
