布爾津縣以水力發電為主,托洪臺水電站為布爾津縣的骨干電源,現有裝機近兩萬千瓦。1996年布爾津縣水電公司利用德國政府“黃金計劃”援助,引進7臺150kW風力發電機組,建成國內第一個風水互補系統。系統投入運行后,又組織水電-風電互補系統觀測研究課題組,通過現場觀測試驗和理論分析得出結論:“由于阿勒泰地區的風資源和水資源具有極強的互補性,更由于阿勒泰地區具有較大的水電裝機容量,而且其中有三個電站帶有可觀的調節水庫,因此在該地區突破傳統限制,在風電裝機大大超出電網容量10%的條件下建設水電-風電互補系統,在技術和經濟上都是可行的。截至目前,該系統已安全運行近十年,有效的緩解了布爾津縣冬季水電出力不足的問題。
近年來隨著新疆地區經濟建設的快速發展,電力需求不斷上升,為充分發揮地方地理優勢,調整和優化布爾津地區能源結構,布爾津風力發電工程得到了政府的大力支持。
Buerjin County, located in northwest Altay Prefecture, Xinjiang, is longitude 86°54′ east and latitude 47°44′ north. Located in the valley wind zone of Eltrix River, one of the nine biggest wind zones in Xinjiang, it connects to Habahe County on the west and to Jeminay County on the south, and it is 620km from Urumqi. The region has continental climate in the cold region of the North Temperate Zone. The fluvial plain between two mountains has an altitude of 450~650m. The climate here is dry with less rain and big temperature difference between daytime and night.
Buerjin County depends on hydropower generation and its key power source is Tuohongtai Hydropower Station, whose existing installed capacity approximates to 20MW. In 1996, Buerjin County Hydropower Company introduced 7×150kW wind turbine generator systems (WTGSs) under the assistance of the Sino-German “ELDORADO program” and built the first wind power-hydropower complementary system in China. After the system was put into operation, a subject team for observation and study of wind power-hydropower complementary system was organized, which drew the following conclusions on the basis of field observation, test and theoretical analysis: “The wind resource and water resource in Altay Prefecture have strong mutual complementarity. Moreover, Altay Prefecture is equipped with big hydropower installed capacity, of which, three hydropower stations are equipped with regulating reservoir of big capacity. As a result, it is technically and economically feasible to break the tradition restrictions in the region and build the hydropower-wind power complementary system when the installed capacity of wind power far exceeds 10% of the grid capacity.” Up to now, the system has operated in safety for nearly ten years, effectively relieving the problem that the hydropower capacity in Buerjin County is insufficient in winter.
In recent years, Xinjiang has witnessed rapid development in its economic building and its power demand has gradually increased. To make full use of the local geographic advantages, and regulate and optimize the energy structure in Buerjin, the government offers full support to Buerjin wind power generation project.
